Gary Glenn and the American Family Association of Michigan

I see that Peter LaBarbera is pretty happy with Gary Glenn, the con artist who now runs the American Family Association of Michigan.  Gary Glenn has been very busy trying to defeat a bullying bill in Michigan.  The problem?  The bill mentions sexual orientation.  Gary Glenn is stating that it is creating a special class of people (even though every other class of people is mentioned!).   Peter LaBarbera makes this crystal clear when he states:

"School administrators can and must protect all students, but they can do so without politicizing education by promoting the acceptance of homosexualism and gender confusion."

Maybe the brilliant LaBarbera can explain why the inclusion of sexual orientation leads to the ‘acceptance’ of gays and lesbians?  I won’t hold my breath.

Here is a portion of the SB 107 (unfortunately the State Senate of Michigan does not have the latest text).  I’ve bolded the section that Gary Glenn and his anti-gay colleagues are upset about:

15) As used in this section:

     (a) "At school" means in a classroom, elsewhere on or

immediately adjacent to school premises, on a school bus or other

school-related vehicle, at an official school bus stop, on a

pupil’s way to or from school, or at a school-sponsored activity or

event whether or not it is held on school premises. "At school"

includes conduct using a telecommunications access device or

telecommunications service provider that occurs off school premises

if the telecommunications access device or the telecommunications

service provider is owned by or under the control of the school

district or public school academy.

     (b) "Bullying" means conduct, including, but not limited to,

conduct in person or using a telecommunications access device, that

meets all of the following:

     (i) Is directed at 1 or more pupils.

(ii) Substantially interferes with educational opportunities,

benefits, or programs of 1 or more pupils.

(iii) Adversely affects the ability of a pupil to participate in

or benefit from the school district’s or public school’s

educational programs or activities by placing the pupil in

reasonable fear of physical harm or by causing emotional distress.

(iv) Is based on a pupil’s actual or perceived religion, race,

color, national origin, age, sex, sexual orientation, disability,

height, weight, gender identity, socioeconomic status, or any other

distinguishing characteristic or is based on association with

another person who has or is perceived to have any of these

characteristics.

     (c) "Harassment" means conduct, including, but not limited to,

conduct in person or using a telecommunications access device, that

meets all of the following:

     (i) Is directed at 1 or more pupils.

(ii) Substantially interferes with educational opportunities,

benefits, or programs of 1 or more pupils.

(iii) Adversely affects the ability of a pupil to participate in

or benefit from the school district’s or public school’s

educational programs or activities because the conduct as

reasonably perceived by the pupil is so severe, pervasive, and

objectively offensive as to have this effect.

So they are going to try and kill this bill that would try and stop bullying just because gay and lesbian kids are mentioned.  This shows the true nature of people like Gary Glenn and Peter LaBarbera, who is showcasing this at his little hatesite.  Gary Glenn and Peter LaBarbera are calling it a Trojan Horse.  They would prefer to see gay and lesbian kids bullied rather than facing the truth–that their religious beliefs lead to violence and sometimes death in some kids.

Today at LaBarbera’s hatesite he copies the original post from Gary Glenn.  This post includes two personal emails that Glenn received from two Republican State Senators from Michigan (Randy Richardville and Valde Garcia).  I decided to write these State Senators to fill them in on some history of Gary Glenn.  They really should be more careful with who they are pandering to:

Dear State Senator Richardville,

I hope this finds you well.  I just noted that your personal email to Gary Glenn, the leader of the American Family Association of Michigan, has been posted at a website called Americans for Truth About Homosexuality (http://americansfortruth.com/news/trojan-horse-bullying-bill-in-michigan-loses-2nd-gop-sponsor.html#more-1838).  The article that was posted was about your original support of Senate Bill 107 and your now non-support for it.  Although I think you should have supported the bill you actually co-sponsored (and I have to say it doesn’t look very good that now you have pulled away your sponsorship since it looks like you are pandering to the far religious anti-gay right), I do think you should be informed of a little of the history of Gary Glenn:

I don’t see how Gary Glenn can have the nerve to talk about families or try to represent families at all. This same Gary Glenn recently got into trouble with the Federal Election Commission for having a political action committee that was never listed as such. He is (or was?) chairman of a group called the Council for Responsible Government. His group was found guilty of:
"failing to register as a political committee with the Commission, failing to report its contributions and expenditures, knowingly accepting contributions in excess of $5,000, and knowingly accepting corporate and/or union contributions; or in the alternative, that the Council for Responsible Government, Inc. and its Accountability Project violated § 441b(a) and 441d(a) by making prohibited corporate independent expenditures that failed to contain a proper disclaimer and that William ?Bill? Wilson and Gary Glenn, as corporate officers of the Council, violated 2 U.S.C. § 441b(a) by consenting to prohibited corporate independent expenditures.2. Approve the Factual and Legal Analysis, as recommended in the General Counsel’s Memorandum dated April 7, 2005.3."

There is also quite a bit about his history–just Google his name.
I am sick and tired of people like Glenn who act as if they are moral authorites and who talk about laws and justice when their own history shows that they can’t follow the law, or at least show they are pretty good at getting around it.

So now you have a better view of this ‘family’ man and whom you have invited to have more discussions with.

And I hope you reconsider your original support for your SB107.

Sincerely,

Dr. Kevin Kaatz

Interestingly enough, Gary Glenn has nothing to say about the House version of this bill, which contains none of the specific language.  Here is the entire bill (HB 4162):

A bill to amend 1976 PA 451, entitled

"The revised school code,"

(MCL 380.1 to 380.1852) by adding section 1310b.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

Sec. 1310b. (1) Not later than 6 months after the effective

date of this section, the board of a school district or

intermediate school district or board of directors of a public

school academy shall adopt and implement a policy prohibiting

bullying or harassment at school, as defined in this section. The

policy shall include provisions concerning education, parental

involvement, reporting, investigation, and intervention. Before

adopting the policy, the board or board of directors shall hold at

least 1 public hearing on the proposed policy. This public hearing

may be held as part of a regular board meeting. Not later than 30

days after adopting the policy, the board or board of directors

shall submit a copy of its policy to the department.

     (2) Not later than 1 year after the deadline under subsection

(1) for districts and public school academies to submit copies of

their policies to the department, the department shall submit a

report to the senate and house standing committees on education

summarizing the status of the implementation of policies under this

section.

     (3) As used in this section:

     (a) "At school" means in a classroom, elsewhere on school

premises, on a school bus or other school-related vehicle, or at a

school-sponsored activity or event whether or not it is held on

school premises. "At school" includes conduct using a

telecommunications access device or telecommunications service

provider that occurs off school premises if the telecommunications

access device or the telecommunications service provider is owned

by or under the control of the school district or public school

academy.

     (b) "Bullying or harassment" means abuse of a pupil by 1 or

more other pupils in any form. The term includes, but is not

limited to, conduct that meets any of the following:

     (i) Substantially interferes with educational opportunities,

benefits, or programs of 1 or more pupils.

(ii) Adversely affects the ability of a pupil to participate in

or benefit from the school district’s or public school’s

educational programs or activities by placing the pupil in

reasonable fear of physical harm or by causing emotional distress.

(iii) Is reasonably perceived to be motivated by animus or by an

actual or perceived characteristic.

(iv) Meets the definition of bullying or harassment as defined

in the model anti-bullying policy adopted by the state board on

September 12, 2006.

     (c) "Telecommunications access device" and "telecommunications

service provider" mean those terms as defined in section 219a of

the Michigan penal code, 1931 PA 328, MCL 750.219a.

     (4) This section shall be known as "Matt’s Safe School Law".

Enacting section 1. This amendatory act does not take effect

unless House Bill No. 4091 of the 94th Legislature is enacted into

law.

Here is HB 4091:

SUBSTITUTE FOR

HOUSE BILL NO. 4091

  (As amended March 28, 2007)

A bill to amend 1976 PA 451, entitled

"The revised school code,"

(MCL 380.1 to 380.1852) by adding section 1310c.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

Sec. 1310c. Not later than 30 days after the effective date of

this section, the department shall develop a model policy

applicable to grades K-12 that prohibits bullying or harassment at

school, as defined in section 1310b, and make this model policy

available to school districts, intermediate school districts,

public school academies, and nonpublic schools. The legislature

strongly encourages the board of a school district or intermediate

school district or board of directors of a public school academy [to

inform parents of this model policy,] to

adopt this model policy for the purposes of section 1310b[,] and to

work with local law enforcement agencies [and parents] as appropriate in

the

implementation of the district’s or public school academy’s policy.

Enacting section 1. This amendatory act does not take effect

unless House Bill No. 4162 of the 94th Legislature is enacted into

law.

This whole argument used by Gary Glenn and Peter LaBarbera is the exact same argument that they used against Hate Crime Legislation:  it would create a special class.  What a bunch of rubbish.  They lie and lie and lie and use their religious beliefs (not that I believe LaBarbera or Glenn are actually Christian) to spread hate and violence and persecution.  And this is now being directed at gay and lesbian youth.
